JAMES N. DUCHESNE

Summer Associate*

James is a recent graduate, cum laude, of the Catholic University of America’s Columbus School of Law and holds a certificate in Communications Law. He supports STLRO’s Privacy and Communications Practices.

James was most recently an intern with PCIA – The Wireless Infrastructure Association, where he drafted comments to the FCC on several rulemakings and petitions for rulemakings, including proceedings related to the TDM-to-IP transition and for making spectrum available in the 3.5 GHz band to wireless service providers. James also provided research support with state and local legislative actions dealing with pole attachments and local zoning regulations.

Prior to PCIA, James served for a year as a law clerk in a large firm’s advertising, technology, and media practice and its data privacy and security practice. James reviewed clients’ marketing programs for compliance with the Telephone Consumer Protection Act, the Children’s Online Privacy Protection Act, the CAN-SPAM Act, the FTC’s Telephone Sales Rules, and Section 5 of the FTC Act. He has performed website and mobile app privacy audits, and assisted with a number of cloud computing contract related issues. James also assisted clients with Internet governance and intellectual property issues related to the recent generic top-level domain expansion program.

While attending law school James was a Production Editor for CommLaw Conspectus: Journal of Communications Law and Policy, where he oversaw the journal’s article editorial process. His article Running Amuck: Using the Debacle of Recent Top Level Domain Expansions to Argue for Greater Governmental Participation in DNS Management was published in that journal in 2012. Prior to law school, James worked for a small government relations firm where he provided clients—from Fortune 500 companies to start-ups—with representation before Congress and policy and strategy advice on a wide range of issues.

James graduated from Union College in 2006 with a B.A. in political science.
